Review of Drugs: Recapping Phase One

In July 2021, Dame Carol Black published the Second Phase of the Government's "Review of Drugs". With over a year since the release of Phase One, we thought that everyone was in need of a little 'recap' of the report's most interesting - and serious - findings.

From analysis of User/Supplier 'profiles' to the difficulties posed by NRMs, this memo seeks to debunk some of the myths surrounding County Line, drug trafficking, and drug use.

Understanding the Government's approach to treatment, prevention, and punishment provides a useful framework through which we can scrutinise the decisions of public bodies and the impact of cuts on drug-related services.
