Dr Herval Almenoar-Webster

Herval is a criminologist and mixed-methods researcher with experience across policing policy, strategy and academia. He completed his PhD at the University of West London, where he conducted a wide ranging, four year ethnography exploring the lived experience of stop and search in an inner-city London borough.

His research has covered topics such as stop and search, Taser disproportionality, rape and serious sexual offences, roads policing, the role of Police and Crime Commissioners and police community scrutiny panels. He has extensive experience of interviews, focus groups, surveys and observational research, and is particularly interested in bringing together statistical evidence and lived experience to produce clear, practical recommendations.

Before joining Black Box, Herval held research positions at the Office for National Statistics, the Open University and the University of West London, where he also taught policing and criminology modules as an Associate Lecturer. He also served as National Policy Officer at the Office of the Police and Crime Commissioner for Surrey, leading two national research projects.
